FOREIGN SOVEREIGN IMMUNITIES ACT

In US courts such service is subject to the Foreign Sovereignties and Immunity Act. This is a four step hierarchical process which depends upon the agreements to which the foreign government is a party to. A plaintiff must effect service in accord with the highest tier procedure for a specific country.
